Senior Manager Field HSE

Manage and coordinate all activities relating to HSE & Emergency response for both onshore and offshore plant facilities, including field safety, emergency response, occupational health and HSE shutdowns/SIMOPS
Ensure effective planning, management and coordination of all HSE activities and programs for Ras Laffan Operations, both onshore and offshore, including emergency response, firefighting, occupational health, medical support and field safety.
Implement relevant policies, procedures and systems for effective management of HSE activities in Ras Laffan, including the implementation of Client’s QHSE management system consistent with ISO 9000, 14000, 17025 and QSHAS 18000, whilst also ensuring compliance with all Client QHSE policies and procedures and state of Qatar HSE rules and regulations.
Implement effective safety and risk management programs for HSE Upstream in line with Client HSE goals, including the protection of company personnel and assets, as well as coordinating health management for Client staff.
Direct team for emergency response, field safety and medical services in order to ensure that such services meet Client HSE standards, in addition to liaising with RLC management to coordinate and manage the emergency and medical services contracts.
Ensure the development, review, implementation, update and audit of onshore and offshore emergency plans and procedures in order to be able to monitors the quality, performance and improvement of facilities against agreed KPIs, whilst also planning regular drills and relevant training for all concerned staff
Monitor rates for incidents and near misses, Assist HSE&S in conducting RCA analyses of incidents and reviewing incident investigations/reports for major incidents such as lost time incidents and serious near misses in order to ensure appropriate actions are taken to prevent/minimize future incidents.
Plan and prepare the annual operating budget for the Upstream HSE Department and ensure sufficient funds are requested to ensure the effective management of activities, whilst also monitoring and reconciling expenditures and variances against planned budget to ensure effective cost control.
Plan and implement site HSE audit programs, ensuring that the principal safety risks, environmental hazards and their impact/consequences are identified for each site and activity, as well as ensuring appropriate actions are taken to minimize risks to Client’s personnel and assets, in addition to representing Client at various HSE forums and meetings with RLC and other Ras Laffan based operators.
Coordinate with the Manager Security to ensure that security matters are addressed in site and proper support from the Security for emergency response is established.
Lead investigations for significant incidents, as well as leading and conducting training on TRAs and other HSE Topics (if required).
Direct necessary Health, Safety & Environmental (HSE) activities to ensure “safe systems of work” and “safe conditions” are in place within area of responsibility, as well as periodically conducting risk assessments, audits, HSE meetings, emergency drills, etc. and ensuring that assigned staff complies with all Client HSE policies & procedures and related initiatives.
Perform other similar or related duties and ad hoc assignments as requested by the Director HSE&S Upstream.
Qualification & Experience:
Minimum Educational Requirements / Qualifications
Bachelor’s degree in Engineering or any other relevant discipline
NEBOSH International Diploma
TapRoot Instructor Certificate
Emergency Response and Crisis Management Certificate
CSP Certification or equivalent
12 years’ relevant experience in HSE, risk engineering, safety/environmental engineering in Oil & Gas Operations, including at least 6 years in positions of progressively increasing managerial responsibilities

Excellent knowledge of written and spoken English
Knowledge of Arabic and experience in working in the Gulf Area is an advantage
